Ensure RBL address-family flags are cleared when disabled, and free prior RBL answer/reason strings before replacing them to avoid leaks. Also skip DNSBL lookups when rbl_string fails to build a valid query hostname, preventing use of uninitialized buffers or truncated hostnames.
